Subject: Implementation of the PWC Police Trespass & Loitering Enforcement Program

 

Dear Neighbors,

 

To enhance the safety and security of our neighborhood, the Thousand Oaks Townhouse Association has officially enrolled in the Prince William County Police Trespass Enforcement Program.

Through this program, our association has granted a limited power of attorney to the Prince William County Police Department. This authorizes PWC police officers to act as legal agents of our property. Responding officers now have the immediate authority to approach, identify, and enforce trespassing and loitering laws on our common grounds, private streets, walkways, and play areas.

Please note that official enforcement begins immediately. Official "No Trespassing" and enforcement signage has been ordered and will be posted throughout the community over the coming weeks to meet county display requirements. However, police are authorized to monitor and respond to our property effective today.

 

How to Report Suspicious Activity or Loitering

If you observe suspicious individuals, potential trespassers, or people loitering in our common areas, please follow these steps to secure a police response:

​

• Call the Police Directly: Contact the Prince William County Police non-emergency line at 703-792-6500 (or dial 911 if you witness an immediate emergency or crime in progress).

• State Our Participation: Clearly inform the dispatcher that our community, Thousand Oaks, is an active participant in the PWC Police Trespass Enforcement Program. This alerts responding officers that they already hold the legal authority to issue formal warnings, disperse individuals loitering, or make arrests on our behalf.

• Provide Specific Details: Give the dispatcher a clear description of the individual(s), their exact location within the townhomes, and any vehicle descriptions or license plates if applicable.

• Do Not Confront: For your own safety, please do not confront, engage, or attempt to disperse suspicious individuals yourself. Allow the police to handle the interaction.
